Meeting Minutes
Thursday October 2, 2014

Present: Don Bugbee (Parks & Recreation Director & Commission Secretary), Bob Dunn (Commission Chairman), John Flower (Vice Chairman), Nigel Logan, Glynn McAraw   Absent: Mary Ellen Garbarino, Missy Garvin, Tim Gavin

1) Call to order
The meeting was called to order by Bob Dunn at 7:00 PM.

2) Previous Meeting Minutes
The Minutes from the September 4, 2014 Meeting were reviewed.
Glynn McAraw made a motion, seconded by John Flower, to accept the minutes. The motion passed unanimously.

3) Programs update
Don Bugbee provided the following Program updates.
Youth Fall Soccer
We are entering week 4 of 8 for Youth Fall Soccer. The Program runs on Saturdays from September 13-November 1 at Town Woods Park. There are 6 Pre-K Teams; 4 Grade K Teams; 4 Grade 1 Teams; 4 Grade 2/3 Teams and a group of 12 Grade 4/5 players. All Teams are Co-ed and consist of players from Lyme and Old Lyme. Fees for this Program are $40 per child/$60 per Family. Program income to date is $5160.00.

Adult Basketball
This Program is ongoing throughout the School year is open to Lyme and Old Lyme Residents. Sessions run on Wednesdays from 630-900 pm and started on September 10, 2014. There is no fee for these sessions. Most sessions are held at the High School Gym, but are occasionally moved to the Middle School Gym because of conflicts with the High School Volleyball and Basketball Schedules. Sunday Sessions will be starting in October from 10am-12 noon at the High School Gym. Fees are collected for these sessions to cover the cost for Custodians.

Yoga
To date there has been no Yoga Classes added and no Instructors have been
interviewed.

Swimming Sessions
The Lyme Parks and Recreation hosts Open Swim Session on Saturday evenings at the East Lyme Aquatics Facility. The sessions have not yet started this Fall and are usually held on the first and third Saturdays of each month. These sessions are now open to Old Lyme Residents and we will be also looking into our own sessions or a joint venture with Lyme Parks and Recreation. Actions are ongoing.

Fall Basketball Clinics
This new program is currently still being developed. The session dates, times and fees have not yet been determined, but will possibly be November 11-14 and Nov 17-21, 2014. The initial program will be open to Girls in Grades 6-8 and will be held at the High School or Middle School Gyms. Actions are ongoing.

Winter Youth Basketball
Sign-ups for this Program will start on November 3, 2014. The Program is tentatively scheduled to run January 10-March 7, 2015.

4) Park Facilities Update
Don Bugbee provided the following Facilities updates.

White Sand Beach, Hains Park and Cross Lane
These areas, although not Staffed, are still open for Public usage and the water is still on for the bathroom facilities. The water will be turned off at some point in October, dependant on the weather.

Town Woods Park
This is the most used of our Facilities, as Soccer is being played there on a daily basis by Club and Parks and Recreation Teams through mid-November. The playing surfaces are holding up very well throughout this activity. Four new full size soccer goals were purchased, assembled and set-up on Fields 2 and 3. Two of the old goals were scrapped and two were placed on the grass area outside of Field 3 to use for practice sessions.

There is a new grub problem on the combined outfield areas of the Baseball and Softball Fields. This situation was discussed with the First Selectwoman, the Old Lyme Parks and Recreation Director and Ron Tyler, the Parks Grounds Attendant. We will be addressing the problem with an
additional two over-seedings. There will be no additional cost because these seedings were budgeted for the Soccer Fields and are not needed in those areas this season. The Park is on the usual Fall schedule for use and shutdown.

5) Old Business

Beach Stickers
Prior to next season, there are several issues concerning the beach sticker process that need to be address by the P&R Commission and the Board of Selectmen. These items include stickers not attached to windshields, stickers not matching the vehicles license plate and a (new) sticker system that will identify members of the Rowing Organization, both residents and non-residents, parking at Hains Park. Action was assigned to the Parks and Recreation Commission to provide opinions by the November Meeting. This information will be submitted to the Board of Selectmen by December 2014.

Nor-Easters Lacrosse Club
The Nor-Easters Lacrosse Club had requested to use Town Woods Park for Fall Clinics. The Committee discussed this situation and there was no decision made at the meeting. It was agreed on that the activity would not be scheduled at this time as to not affect the current field recovery process..

6) New Business

Playground Updates / Junior Womens Group
Don Bugbee indicated that he met with some former (Teri Lewis/ Katie Balocca) and current (Anna Reiter / Kristi Schroder) members of the Junior Womens Group on Wed October 1 at 8:00 am. Selectwoman Mary Jo Nosal attended the meeting as well. Discussions included various Fundraising ideas to pay for Equipment, and general improvements to our Playgrounds. Updates will be provided.

Hains Park Boathouse
There was a general discussion concerning the Hains Park Boathouse Project. Updates will be provided as they arise.

7) Meeting Adjournment

A motion was made by Glynn McAraw , seconded by John Flower, to adjourn the meeting at 8:25 PM. The motion passed unanimously.

The next Meeting is scheduled for Thursday November 6, 2014 at 7:00 PM. This date will be changed due to schedule conflicts and the new Meeting date will be provided.
